The guiding ideology for the construction and development of IEC
Holding high the banner of socialism with Chinese characteristics and following the guidance of Deng Xiaoping Theory, the Theory of Three Represents, and the Scientific Outlook on Development, IEC will earnestly and comprehensively implement the guidelines from the 18th National Party Congress and those of the third through sixth plenary sessions of the 18th Party Central Committee and the principles from General Secretary Xi Jinping's major addresses.
Under the firm leadership of the CPC and with the socialist orientation of school running, IEC will win its way towards the development goals and path set by the university － to develop HENU into a top research-oriented university in China with great influence and unique style in the Central Plains.

The development goal for the future five years
The development goal of the college is to develop IEC into a first-class international education college －an entity with human, physical and financial independence, a showcase of the opening-up of HENU, a pioneer in the communication and exchanges between China and other countries, and a base for seeking, reporting, establishing and developing Chinese-foreign cooperative programs.
The strategic emphasis during the 13thFive Year Plan
IEC will create favourable conditions and win over support for its development and be firmly committed to a connotative development mode. With a relatively stable scale of student enrollment, IEC will strengthen its ties with foreign universities and steadily intensify its teaching, degree introduction, research exchange, faculty training, etc. Meanwhile, to meet the need of social-economic development for human resources, IEC will enhance the level and quality of Chinese-foreign cooperative programs, and further improve the competence of international talents.
